Official Development Assistance
- Net ODA as a percentage of Development Assistance Committee (DAC) donors’ Gross National Income (GNI) (targets of 0.7% of the total gross national income to ODA and 0.15% for least developed countries).
- Proportion of the ODA destined to basic social services (basic education, primary healthcare, nutrition, safe water and sanitation).
- Proportion of the ODA that is untied.
- Proportion of the ODA for environmental protection in small island developing states.
- Proportion of the ODA for transport sector in landlocked countries.
Market Access
- Proportion of exports (by value and excluding arms) admitted free of duties and quotas.
- Average tariffs and quotas on agricultural products and textiles and clothing.
- Subsidies to the export and production of agricultural products in OECD countries.
- Proportion of the ODA provided to help build trade capacity.
Debt Sustainability
- Proportion of official bilateral debt of Highly Indebted Poor Countries that has been cancelled.
- Debt service as a percentage of exports of goods and services.
- Proportion of the ODA provided as debt relief.
- Number of countries reaching decision and completion points in the initiative for the reduction of debt of highly indebted countries.
